MTAPA Board of Directors and General Membership Meeting

Welcome/Call to Order Will Hunt - President
Minutes from the Previous Meeting Brenda Anderson - Secretary

Minutes from the prior meeting were e-mailed to the BOD to review prior to the meeting. Will moved to approve the Secretary’s Minutes as amended. Megan seconded the motion, minutes were approved.

Treasurer’s Report - Christene McDonnell

Overall revenue is up by 12% secondary to grant income and exhibit income from vendors at the MTAPA CME Conference. AAPA helped with a donation that paid $900 of the $1000 fee for the add in the MMA Directory, next year the AAPA has committed to pay 50% of the fee.

Our grant writer is Hilde Lake. $16,500 in grants have been awarded, however not all dollars have been received. Hilde Lake is paid 20% of total grant amount for her services.

Overall expenses are down by 12% due to savings with changing our insurance carrier and only having to pay 1⁄2 year to the website carrier.

No requests have been received as of yet for reimbursement to HOD at AAPA Conference in May.


Will provided a summary of the 2012-2013 MTAPA Accomplishments: MTAPA/MMA Administration contract was updated 7/13

Will and others made two visits to Washington DC, CORE 2012 and IMPACT 2013 Lobbied in Helena at hearings. Supported MMA on the Workforce Data Collection Bill, this bill did not pass. Worked on patient centered medical home recognition. All PAs licensed in Montana were listed in the MMA directory.

Website Update: Affiniscape contract expires 10/31/2013 Affiniscape has been sold to Yourmembership Other websites being looked at, Memberclicks and Wild Apricot Will has a colleague in HIT who will do an analysis of the three and make recommendations. This person, Jeremy Olmsted is an independent IT contractor. He is willing to offer his

recommendations and help to transfer/migrate/build a new website for a fee of $500. Motion made have formal analysis done was put forth by Tammy and seconded by Megan, the motion passed unanimously. Update will be presented to the Board at the next meeting.

Montana Prescription Drug Registry statements were sent out to all licensed to prescribe medications in the state. The fee is mandatory and is $15.00.  Those who are using the registry find it helpful.

STAR Program: Tammy reported that the most recent conference call's primary topic was incident to billing and the face to face requirements for NH and SNF visits. Anyone interested can contact Tammy and she will forward the power point presentation for their review.


CME 2014:  Discussion last year about where to have future meetings, further discussion at this meeting. Kally

expressed concerns about the board making a decision without considering at length input from prior surveys. Those surveys are not present at the meeting for review and the board made the decision to move forward on this. Motion was made by Will to identify 3 locations for the annual CME conference. Those sites would be Great Falls, Missoula and Billings and will cycle every three years. Will's motion also included the proposal that we go through two complete cycles before we consider changing again. Christine seconded the motion. After further discussion the motion passed with a majority of 5 in favor. The one opposed was Kally.

Motion was made to move the annual CME conference from end of July/first part of August to June. Motion was made by Kally and seconded by Will. After further discussion the motion passed unanimously.

Next years CME Conference will be held in Great Falls. The dates are June 18, 19 and 20. Volunteers are needed to get this going.

Information will be provided to members this fall. 74 persons registered for this year’s conference. 31 of those were PA students.

Membership:   Volunteers are needed for this committee.

In October we will be able to purchase a list of all licensed PAs in the state from the BOME. The list will be divided amongst board members and other volunteers and a phone tree will be  initiated. We will call all licenses PAs in an attempt to increase membership and at the same  time promote the CME conference for 2014. A script will be provided for the phone calls. Current membership is 89. There are over 400 PAs licensed in Montana. Motion made by Tammy to increase MTAPA membership to $100 per year. Motion seconded by  Kally. Discussion about what surrounding states charge, pros and cons of increase. After discussion the motion passed 4 to 2.

Legislative:  Aaron Deery, PA-C has led this committee for over the past year and has done a great job. Will plans to talk to Aaron about continuing in this role.

Volunteers are needed for this committee. There is no legislative session in 2014. Dewey Hahlbohm and Matt Zemacke attended the AAPA House of Delegates meeting in Washington

DC at IMPACT 2013. A summary of their visit was in the MTAPA newsletter.

After the last board meeting the following persons were elected or agreed to continue in their current capacity as MTAPA Board Members by online vote:

Kally Wilson will serve another year as Past-President. Will Hunt will serve another year as President. Tammy Scott was elected to serve as President Elect. Brenda Anderson will serve another year as Secretary. Christene McDonnell was elected to serve as Treasurer. Benny Lindeman was elected to serve as Director at Large.

Scholarship:   This years winners of the two $600 scholarships are John Breneman and Kaci Switzer. Checks will be sent to the recipients. Tammy will provide correct mailing information to Christene who will then submit information for

checks to be issues and mailed. Discussion to remove the academic achievement requirement from the MTAPA Scholarship

application took place. Motion was made by Christine to remove this requirement, Megan seconded and the motion passed unanimously.

Student Representative Report:  John reports that the students are half way done and excited to begin their ER rotations in 2 weeks. The class of 2015 are at the college campus and have start their A&P class.

BOME:  Don Sullivan has been the BOME liaison and has asked to be removed. We need a volunteer to fulfill this spot. There will now be background checks done on all new applicants by the BOME.


Six Key Elements of an Ideal Practice Act Montana has 4 of the key elements.

Will has strong concerns about whether or not we should open the practice act for physician assistants in Montana. Once it is open, negative changes could also happen.

MTAPA Board has been working on the 5th element and we are close. Discussion about the number of PAs an MD or DO in Montana can supervise.

follow up on this as we need clarification from the BOME.


PA Week 2013 Dates for PA Week this year are October 7-13th. All PAs are encouraged to get involved and promote our profession. Consider coordinating community events to promote PAs. Tammy will talk to Matt Hermes a friend who sells advertising for KPAX in Missoula to see if we can get a news story about the PA profession.


Will proposed an in person meeting in Helena at the MTAPA Office late October on a Saturday. Doodle poll will be sent out for this meeting.
